Essential Job Functions: 1. Plans, directs, supervises, and coordinates work activities of subordinates and staff, including hiring, coaching, evaluating, and terminating, all in accordance with university policies and procedures.

2. Ensures integrity, accuracy, security, and maintenance for all student academic records and credentials.

3. Oversees approved curricula, the creation of course reference numbers, the maintenance of course schedules, grading and registration, enrollment and degree verification, diploma processing, and determines course prerequisites and equivalencies to evaluate and record transfer credits.

4. Develops, distributes, and monitors the University’s academic and administrative calendars.

5. Serves as the University’s official record custodian by overseeing the functional and technical aspects of student registration and grading protocols ensuring compliance with FERPA and EUGDPR regulations, liaising with university officials, legal counsel, US and foreign governments and law enforcement agencies, and assisting all other entities on matters related to student records.

6. Develops, implements, and communicates policies and procedures for the Office of the University Registrar and Transfer Evaluation Services. Collaborates on developing and implementing university-wide policies.

7. Generates mandatory reporting to numerous federal and state agencies. Facilitates internal and external reporting such as roster reconciliation, student enrollment agreement, ad hoc reports, amongst others.

8. Represents the Office of the University Registrar in system and software discussions and upgrade; serves as a key member when performing pre-production testing of academic and student record data in conjunction with ESS systems and OIIT.

9. Serves on numerous unit-wide and university-wide committees and task forces.

10. Represents the University to third-party vendors as related to all facets of student records and credentials.

11. Responds to internal and external student record, registration, or credential inquiries.

12. Completes special projects as assigned.

13. Performs other duties as assigned or required.

Marginal Job Functions: 1. Assists in the training of supervisors, staff, and university colleagues on matters related to
academic and student record functions.

2. On an occasional basis, travels to off-campus meeting sites.
Required Knowledge, Skills, & Abilities: Knowledge:
1. Thorough knowledge of each center/program admission requirements and administrative calendar.
2. Thorough knowledge of FERPA, Red Flag and EUGDPR.
3. General knowledge of financial aid policies and system requirements and bursarial functions and procedures.
4. Knowledge of legal requirements for document retention (state, federal, agency) and federal, state and university employment policies.
5. General knowledge of mainframe administrative computing software and microcomputer hardware/software capability.
6. General knowledge of athletic eligibility requirements.
7. Administration and Management - Thorough knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, leadership technique, and/or coordination of people and resources.

1. Advanced computer skills in software applications (Microsoft Excel, Word, and Outlook).
2. Complex Problem Solving - Advanced skills in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
3. Management of Personnel Resources - Proficient skills in motivating, developing, and directing people as they work, identifying the best people for the job.
4. Building Relationships - Proficient in establishing and maintaining effective working relationships.
5. Management of Financial Resources - Advanced skills in determining how money will be spent to get the work done, and accounting for these expenditures.
6. Judgment and Decision Making - Advanced skills in considering the relative costs and benefits of potential actions to choose the appropriate one.

Abilities:

Physical Requirements and Working Environment:
1. Speech recognition - must be able to identify and understand the speech of another person.
2. Speech clarity - must be able to speak clearly so others can understand you.
3. Near vision - must be able to see details at close range (within a few feet of the observer).
4. Travel - must be able to travel on a daily and/or overnight basis.
5. May be required to work nights or weekends.
6. May be exposed to short, intermittent, and/or prolonged periods of sitting and/or standing in performance of job duties.
7. May be required to accomplish job duties using various types of equipment/supplies, to include but not limited to pens, pencils, and computer keyboards.

Required Certifications/Licensures:  
Required Education: Bachelor's degree
Major (if required):  
Required Experience: Bachelor's degree with a minimum of five (5) years’ experience as an Associate or Assistant Registrar, preferably in a higher education institution.

-OR-

Master’s degree with a minimum of three (3) years’ experience as an Associate or Assistant Registrar, preferably in a higher education institution.
Preferred Qualifications: 1. Have served as a Registrar for a minimum of five (5) years in a higher education institution.

2. Familiarity and/or experience with Banner systems, database reporting tools and analytic metrics.
